Ahead of the 2024 municipal elections K-Monitor has taken a snapshot of the transparency of the largest municipal asset management companies in Hungary!

K-Monitor evaluated the disclosure practices of 31 municipal companies in the capital and in other major cities. The evaluation based on 27 criteria revealed which companies are performing the best, are the most transparent, or struggle with serious deficiencies. The assessment was shared with the municipal companies in October 2023, one month before the eventual publication of the results, to give them the opportunity to address shortcomings. Many of them made measurable progress during the short period. 

The Hungarian government is actively engaging with the European Commission to secure the release of European Union funds withheld due to concerns about systemic corruption. Simultaneously, it once again introduced legislation that weakens the country’s anti-corruption framework. In December 2023 it introduced legislation that further reduced the transparency of public funds. The amendments, coming into force this year, may be interpreted as a response to successful litigation by CSOs and journalists.

Miközben a Kormány megpróbálja elérni az Európai Bizottságnál, hogy a kohéziós alapokhoz hasonlóan a rendszerszintű korrupciós kockázatok miatt visszatartott további uniós pénzek is kifizetésre kerüljenek, 2023 végén több olyan törvénymódosítást is kezdeményezett, amely csökkenti a közpénzek felhasználásának átláthatóságát. Az idén hatályba lépő módosítások civilek és újságírók sikeres pereskedésére adott válaszcsapásként értékelhetők.

Miután az Európai Bizottság Magyarországgal szemben megindította az ún. feltételességi eljárást és az Európai Tanács 2022 decemberében felfüggesztette az országnak szánt uniós forrásokat, a magyar kormány számos jogszabály módosítását kezdeményezte, hogy az Unió jogállamisági aggályait eloszlassa. A jogállamisági aggályokra adott válaszként elfogadott jogszabályok az információszabadságról szóló törvényt is érintették. A módosítások fokozatosan, 2022 októberétől 2023 márciusáig léptek hatályba. A K-Monitor jelentése bemutatja, hogy milyen változásokat hozott az információszabadság területén a jogszabály-módosítási csomag. A jelentés emellett javaslatokat is megfogalmaz olyan problémák kapcsán, amiket vagy a módosítások idéztek elő vagy a módosítások sem orvosoltak.

After the European Commission launched the conditionality procedure based on Regulation 2020/2092 and the European Council decided to suspend EU funds to Hungary in December 2023, the Hungarian Government has started to submit laws to address EU concerns regarding breaches of the principles of the rule of law in Hungary. The adopted laws amended the Act CXII of 2011 on the right to informational self-determination and on the freedom of information on several points. The changes have come into force in different stages from October 2022 to March 2023. K-Monitor’s report aims to present the changes the new laws have brought and to assess their impact on Freedom of information in Hungary. The report also contains recommendations to address the weaknesses and shortcomings of the new laws.

K-Monitor as one of nine Hungarian NGOs has submitted a report on rule of law in Hungary to the European Commission. The report assesses the rule of law situation in Hungary and draws attention to problems in the justice, the anti-corruption framework, the media and other rule of law related issues.

The contributions on the rule of law in Hungary were submitted to the European Commission in the framework of the targeted stakeholder consultation the European Commission launched in relation to its 2024 Annual Rule of Law Report. The document can be accessed in pdf format here.

Korrupcióellenes szervezetként 2023-ban is volt dolgunk bőven: követni a közpénzek útját, rámutatni visszaélésekre, segíteni az egyre szűkülő nyilvánosságban az információhoz jutást, illetve alternatívát mutatni a hatalomgyakorlás kirekesztő és tekintélyelvű módjával szemben országos és helyi szinten. Munkánkkal nem maradtunk magunkra, sokan segítették a K-Monitort önkéntesként és adományokkal is, amit ezúton is köszönünk.
